A neighbourhood park cannot be reserved at all, so a party bigger than a few tables moves to Central, Edison or Murdy, and there the Food Truck Special Permit is the door a cart walks through. The host files it at least ten days before the date; the city asks the cart for its own Huntington Beach business license on top of the county health permit we hold — say which park when you book and we tell you straight what the city wants from us and from you — and the cart serves your group only and leaves when the party does. The permit is issued at City Hall, the Edison and Murdy centers and the City Gym. The city describes its own economy in three parts and each one eats lunch: Boeing, its largest employer; more than 650 industrial businesses in what it calls the Research and Technology Corridor; the roughly 250 businesses of the Downtown Business Improvement District around Main Street. The lunch is the same for all of them — the cart in two parking spaces for 2 hours, 30–60 min of setup, a certificate of insurance and a W-9 on request.
